一方面,我國(guó)大型公共建筑能耗巨大,另一方面,我們也缺乏直接數(shù)據(jù)為決策的提供基礎(chǔ)和參考。住房和城鄉(xiāng)建設(shè)部建科[28]114號(hào)文(28-6-24)《關(guān)于印發(fā)辦公建筑和大型公共建筑能耗監(jiān)測(cè)系統(tǒng)建設(shè)相關(guān)技術(shù)導(dǎo)則的通知》實(shí)施,對(duì)于能耗監(jiān)測(cè)系統(tǒng)作了具體規(guī)范。必須建立大型公共建筑能耗監(jiān)測(cè)平臺(tái),對(duì)全國(guó)重點(diǎn)城市重點(diǎn)建筑能耗進(jìn)行實(shí)時(shí)監(jiān)測(cè),并通過(guò)能耗統(tǒng)計(jì)、能源審計(jì)、能效公示、用能定額和超定額加價(jià)等制度,促使辦公建筑和大型公共建筑提高節(jié)能運(yùn)行管理水平,為政策的制定和決策提供參考。筑節(jié)能工作的主要任務(wù)2.1采暖能耗我國(guó)絕大部分建筑采用集中供熱采暖。其中城市熱網(wǎng)供熱面積已達(dá)1億平米,其它為各種不同規(guī)模鍋爐房集中供熱。建筑采暖節(jié)能的途徑依其綜合節(jié)能效果排序分別為:1)通過(guò)改善調(diào)節(jié)、計(jì)量收費(fèi)與供熱體制的改革,大幅度降低過(guò)度供熱現(xiàn)象,使采暖能耗降低2%以上;發(fā)揮我國(guó)大型城市熱網(wǎng)作用,充分挖掘熱電聯(lián)產(chǎn)熱源的能力,適當(dāng)擴(kuò)充熱電聯(lián)產(chǎn)熱源容量,并利用散布于城區(qū)的燃?xì)忮仩t充當(dāng)城市熱網(wǎng)的調(diào)峰熱源,這樣把城市熱網(wǎng)的供熱范圍提高到2億平米,可使采暖熱源能源消耗降低1%;通過(guò)并入城市熱網(wǎng)或煤改氣,替換小型低效燃煤鍋爐。
